Understanding the Panel Review Process (PRP) in Ecolabelling for products and services with no present criteria for certification

Ecolabels is a voluntary certification process among enterprises for product packaging and services that are considered environmentally preferable. Bratt et al. (2011) exemplify how eco-labelling provides environmental characteristics to its consumers based on the quality of the products and services, benchmarking sustainable efforts to a more environmentally aligned performance and formulation. Nonetheless, one company cannot credibly claim that its products are environmentally friendly without undergoing a proper environmental assessment from a third-party company and in accordance with internationally accepted guidelines.

In the Philippines, the National Ecolabelling Programme-Green Choice Philippines (NELP-GCP) is the leading third-party program certification aiming for a more sustainable production and certifying environmentally preferred products and services to enable a more holistic and sustainable environmental practice. The NELP-GCP is a member and a direct affiliate of the Global Ecolabelling Network (GEN), International Green Purchasing Network,  Life Cycle Initiative–spearheaded by the United Nations Environment Programme (UNEP), and the Asia Carbon Footprint Network in achieving the shared goals in enabling more environmentally preferable products and services. The NELP-GCP has 45 published criteria for product/service ecolabeling certification. Know more about the NELP-GCP published criteria.  

For products that do not have an existing GCP certification, EICI provides a Panel Review Process (PRP). This procedure develops new product criteria and evaluates products or services for certification. The Panel Review Process comprises five steps for products and services with no existing criteria. From Application, Pre-Screening and Screening of documents, Formulation of the Panel Review Committee for product/service evaluation, product criteria development conforming to principles and guidelines of ISO 14020 and ISO 14024, and evaluation. Once the Panel Review Process is accomplished, it will be submitted to the NELP-GCP for certification.
